Back Fleet HF Capability, Skills and Effectiveness Study

Summary Recent Fleet Communications Contested Environment (CCE) exercises such as Silent Banshee 2013, and Battle Force Tactical Network (BFTN) Initial Operational Test & Evaluation (IOT&E), identified that High Frequency (HF) communications skills in the fleet have atrophied due to reliance on satellite communications (SATCOM) for communications over the horizon. It is critical the Navy understand to what degree it can rely on HF as a beyond-line-of-sight communications path available in a SATCOM-degraded/denied environment. In addition, there have been advances in HF technologies, TTP, and use for IP traffic. Experiments such as Trident Warrior have included efforts by HF dependent Coalition partners to improve transmission, throughput and use of HF in the modem information dense battlespace. To fully exploit the HF spectrum in support of fleet operations, it is necessary to understand the state of the HF technology, and implementation of that technical capability by fleet users. This study will examine the current state of technical development, the applicability to fleet operations, and the implementation and use of HF by fleet users, in order to more fully understand the full picture of the state of HF in the fleet and recommendations for its improvement as a system of technology, TTP and users.
