Back Quantifying, Visualizing, and Tracking Capability Gaps

Summary While there are numerous sources of information/knowledge that identify warfighting capability gaps and/or provide recommendations to close gaps and/or provide new/improved capabilities to the fleet, there is no comprehensive system, and responsible entity, that captures all of that information in one place to provide a clear and concise picture of progress being made (or not made) to close identified gaps and/or provide capability. To close a given gap or deliver a new capability requires action at multiple levels across the DOTMLPF-P spectrum. Towards this objective, we developed in a previous research effort a methodology for calculating and visualizing a capability gap score for a desired capability to assess what has been accomplished, what remains to be done, who has action, and what is the critical path to closing the gap and/or delivering the capability. The objective of the current proposal is to extend the model to include advanced methods for calculating and visualizing the gap score, incorporate the developed methods into a dashboard, and apply the developed methods and tools to real scenarios of capability requirements. The methodology proposed for this research effort is based on multi-criteria decision analysis, a discipline that evaluates multiple conflicting criteria in decision making to select a best alternative. We will also apply visualization methodologies and tools to select best approaches to communicate the results of the capability gap analysis effectively to the intended audience. The deliverable of the project is a gap analysis report and associated visual analytics that describe models for calculating and visualizing a capability gap score for a desired capability at different time intervals, and a PowerPoint Presentation.
