Back Systems of Systems Cost Estimation Support to SPAWAR

Summary The research objective is to support SPAWAR in Systems of Systems Cost Estimation. Warfighting assessment in support of current readiness and long term investment strategies has increased in importance since the advent of Naval Power 21. As this effort has evolved, it is increasingly clear that attention to costs of various capabilities options is an important factor, yet one that so far has remained outside SPAWAR 5.1.1's scope. However, new initiatives such as the Information Dominance Roadmaps demand careful cost estimates to support investment decisions. Traditional cost estimating procedures do not account for system of system enterprise efforts. SPAWAR 5.1.1 needs to learn more about newer techniques which can be used to estimate enterprise labor costs. See supplemental SOW for details.
