Summary The purpose of this project is to analyze DSCA's existing Administrative Surcharge calculation methodology and provide recommendations of alternative methodologies that could be used to determine the "optimal" Administrative Surcharge percentage rate. The "optimal" rate would be one that collects enough funds from FMS and FMS-like causes to ensure continued execution of the security assistance business functions and continued solvency of the Administrative Surcharge Account from year-to-year without resulting in excessive balances. As part of this analysis, alternative methodologies for estimating revenue streams must also be considered since anticipated revenues also impact the Administrative Surcharge Account balance.
