Summary This research will examine Combined, Joint and Coalition Warfare at Sea in a future Distributed Maritime Operations (DMO) environment for US Fleet Forces Command (USFF). This research will focus on DMO Joint and Coalition capabilities and capacities and seek to rigorously assess those key elements of Future Fleet Design. This research will be conducted with the Joint Campaign Analysis and Wargaming Applications courses in five phases.
The first phase of this effort will be to introduce critical DMO technologies as technical injects into the Winter NPS Joint Campaign Analysis class’ mini-study of a Western Pacific scenario. This class will conduct exploratory employment of these technologies under the DMO concept.
The second phase of this research will be to introduce DMO into the Spring OA4604 Wargaming Applications course. A faculty-advised student wargaming team will design, develop, conduct, and analyze a wargame that leverages the findings from the Phase I Joint Campaign Analysis effort.
The third phase of this effort will be to conduct a second look at DMO technologies from phases 1 and 2, along with additional technologies as designated by USFF sponsor. This class will conduct exploratory employment of these technologies under the DMO concept and provide a refined quantitative assessment of its effectiveness against a growing maritime power.
The fourth phase of this research will be to conduct a second DMO wargame in the Fall (FY19) OA4604 Wargaming Applications course, using feedback from the first two JCA courses and the first DMO wargame in the spring. This wargame will provide a more in-depth examination of emerging DMO concepts and provide an assessment of future Navy capacities and capabilities as enabled by DMO.
The final phase will be drafting the final report, creating and delivering result briefings, and identifying areas for future research.
