Back Assessing Executive Leadership Development: Leaders, Leadership Teams, and Command Agility

Summary This research will survey the current strategic and operating environments of a complex Naval command to help determine the individual and team skills required by the command leadership to create, develop, and/or manage an agile and ready organization. Its purpose is to identify assessment methods that can reliably assess the operational and strategic fit of a command, its environmental and cultural needs, and the leadership skills needed to operate and strategically position the command. The goal of this proposal is to initiate the design for a reliable methodology to evaluate the leadership state and needs of a command to determine what development and adjustment are best for the team in its environment.

The research will be conducted by four faculty members in three phases: 1) a survey of current environment and leadership assessment methods and processes that are most relevant to the Navy; 2) working with COMOPTEVFOR to develop a framework for developing a leadership profile that fits the commands current and future needs; 3) use the framework to suggest a leadership development path for this command and evaluate the framework’s relevance to other commands.

The deliverables are: 1) Literature review, and findings related to relevant frameworks and instruments applicable to large military commands.
2) Briefing and follow-up discussion on leadership team profile, areas of strengths, weaknesses, opportunities, threats, and change requirements for team as a whole.
3) Presentation of the assessment framework. Review of recommendations for expanding the framework for other types of commands.
4) Final report summarizing the findings and next steps.

This work is the first in a larger NPS Leadership Innovation topic designed to develop and shape senior leaders and their leadership teams. The overall goal is to view command leadership in the context of individual and team-based skills well aligned to the current and future operating environments.
