Back Designing and Provisioning for a Consistent C2 Approach for Marine-Machine Teaming

Summary Marine-machine teaming needs a common and consistent C2 approach and methods to rapidly achieve them. It needs agility across several dimensions: missions, environments, unit size, employed UxS, etc. Developing C2 systems for each combination is expensive and renders configuration management unsupportable. To achieve a common and Marine-machine C2 environment, we believe Marines must possess agility as new C2 requirements emerge.

This research uses two tacks: defining Marine –machine C2 principles and exploring techniques for accelerating capability delivery. The approach:
1. Canvass the rich C2 literature for principles.
2. Learn interdependence observability, predictability, and directability (OPD) functions for Marine-machine C2.
3. From #1 and #2, discuss and iterate with MCWL and SMEs.
4. Apply findings to two Marine-machine vignettes to apply findings. Repeat explorations with MCWL and SMEs.
5. Canvass emerging system development and integration trends, such as agile, model based systems engineering, and others. Select potential alternatives.
6. From #1-4, conduct brief analysis of alternatives of options from #5 for creating an adaptive C2 system update framework.

Deliverables:
1. Interim report on Marine-machine C2 principles, with findings from interdependence and OPD, adjusted for MCWL/SME feedback.
2. Vignettes descriptions. Includes analysis of Marine-machine C2 construct as applied to vignettes.
3. Summary of #1 and #2, with recommendations for further work.
4. Interim report on development process alternatives, including technical foundation, viability, and maturity.
5. Final report on development techniques. Include which one selected and reasons; how it would be applied to vignettes.

These are immense efforts for an NPS thesis. This research will provision three two person theses. The researchers have four years’ experience working with MCWL on MUM-T C2 and seven years’ on accelerating capability.
