Summary As a key part of the recent USMC publication “MAGTF IE OPS COE,” the Marine Corps needs to understand what existing resources, tools, and processes are currently present to ensure that the II MEF and II MIG COC have a comprehensive, informative, useful, and applicable near real time RE that feeds the common operational/tactical picture. This research will facilitate such understanding through identification of the essential Data/Information/Knowledge Lakes, Streams, and Displays.

RQ1: What are the basic information and knowledge repositories that MEF leadership must have to affect informed decision making?
RQ2: What are the information and knowledge streams that must be tapped to deliver essential information/knowledge to the MEF/MIG commander?
RQ3: What are the optimal mechanisms and configurations necessary to display MEF Commander’s Critical Information Requirements?

Research Method:
Step 1: Understand what work has been accomplished to date in this area (e.g., at HQ USMC, MCCDI, II MEF).
Step 2: Identify central documents and personnel at II MEF, and learn about a) the basic information and knowledge repositories that are available and b) the information and knowledge streams that can be tapped. This would leverage the results of Step 1 and could involve some combination of document review, survey, telephone conversation, personal interaction and onsite observation.
Step 3. Research the academic and professional literatures to understand the state of the art in terms of displaying critical information and enhancing decision making.
Step 4: Employ advanced tools and techniques for knowledge and information visualization and measurement to analyze the key and necessary MEF Commander knowledge and information flows.
Step 5. Work with project sponsors to draft an appropriate implementation approach.

Deliverables will include a journal quality technical report, which may be submitted for publication, along with a draft implementation approach.
