Summary	The goal of this project is to examine weapons systems development schedules to both identify current state and contributing causes of schedule estimating problems, and suggest ways to more accurately predict their duration. This study will allow for a more complete identification of the myriad factors that drive the development timelines. The results of this research have the potential to benefit: -Project Managers in government and industry will be provided with data detailing the time necessary and the non-technical factors that influence system development and the reasons for those delays to allow for more informed planning of future acquisition projects. -OSD personnel will be able to better understand the availability and uses of the significant data DoD collects and maintains. This knowledge will contribute to better planned and executed weapons development programs. -Ultimately, advancing the state of the schedule estimating art could also improve defense resource allocation processes- by giving planners a more accurate view of when new systems will be available.
