Summary Per request of the Secretary of the Navy's Office of Small Business programs and pursuant to the related Technical Proposal, the FY13-14 $100,000 research effort will concentrate on increasing opportunities for small firms through reducing and simplifying regulatory and classification burdens, especially with using small-dollar, simplified acquisitions. The research effort will address effort small business participation in regular (CONUS) as well as expeditionary contracting. The research effort will build on prior SECNASV OSBP-funded research which addresses small business participation in simplified acquisitions, including contract classification. The work to be undertaken under this project will continue the ongoing series of project order studies to provide support to the Director, Small Business programs, Office of the Secretary of the Navy (SECNAV OSBP). The purpose of the research is to establish an ongoing research program providing support to the Secretary of the Navy Office of Small Business Programs (and other major OSBPs within the Department of Defense). These research efforts will focus continue the prior studies of measures to improve small business participation in Federal defense-related procurement and R&D programs and assistance measures. This work will build on prior SECNAV OSBP-funded research, including research on increasing small business participation in DON contracting through simplified acquisitions and NAICS targeting. The research has previously utilized NPS contracting Directorate as well as select NRSW installations for case study and survey reviews.
