Summary	ONR has initiated the Energy Systems Technology Evaluation Program (ESTEP), the goal of which is to reduce energy costs and increase energy security at DON facilities by accelerating the introduction and adoption of advanced energy systems and equipment. The program is conducting advanced technology demonstrations to evaluate emerging energy technologies using Navy and Marine Corps facilities as test beds. Data collected and analyzed in this program will be used to evaluate the performance and reliability of energy technologies under various environmental and operating conditions, with the expectation that these projects will lead to enhanced efficiency in energy uses and decreases in overall energy demand, thereby enhancing force effectiveness, and saving resource lives. A key component of these evaluations is analytic support to the participating agencies to evaluate their proposals potential. These evaluations require: 1. Estimating and monetizing the value of potential benefits of each technology; 2. Developing cost-benefit and return-on-investment analyses; and 3. Developing real option analysis of value of uncertainty-reduction associated with demonstration projects. To support the ESTEP and NPS mission, staff will provide economic and cost analysis support to agencies participating in the ESTEP Project.
