Summary This research proposes to extend our earlier 2010-2013 investigation into SE metrics (Applied Leading Indicators) and investigate how SE metrics and models may be applied to active programs of record at NAVAIR.
This year the focus will shift somewhat to investigate how the application of System Definition Enabled Acquisition (SDEA) can provide insight into design maturity, as well as how the use of SDEA could be instituted. From earlier work it is clear that there is a linkage between design and TOC and the sooner one can gain an understanding of the design of a system the sooner one can influence critical factors, avoiding technical issues as well as influencing design and trade-offs that affect TOC. The major area that the sponsor has shown interest in and has requested for research this year is in the area of understanding and influencing system interoperability and integration (I&I) issues. It is believed that SDEA can also be very beneficial in gaining insight into I & I issues and accelerating the acquisition timeline.
