Summary University of California, San Diego is submitting a project for consideration for funding by the Minerva Research Initiative. They have a requirement to conduct research on technology, military transformation and Brazil's emergence as a rising power. The project will generate insights into the relationship among science, technology and military transformation while pushing the boundaries of social science in multiple areas. Brazil is an important case for elaborating and testing these theories and the new data collected will be available for comparative research beyond the Brazilian case. The country has the potential for great power status based on some traditional indicators (economic, population, diplomacy), but there is also the view that it may not be able to put together the big package of technology, intentions and capabilities that would allow it to influence international systems in a disproportionate way.
