Summary This study proposes a case study research design informed by the scholarly and applied literature on performance management and performance budgeting. Given the varying levels of maturity of the warfare enterprises, we propose to examine the Surface Warfare Enterprise (SWE) as it appears to be at a critical juncture in the process of tying performance to budgets. We have also spoken to key members of the SWE and have their support. We hope to use what we learn from that organization to draw some broad observations and lessons learned, and then to extend those (where possible) to general insights and recommendations for other organizations.
