Summary The Office of Naval Research (ONR) is participating in a study of Maritime Force Protection as part of The Technical Cooperation Program (TTCP). TTCP is a "five-eyes" defense science and technology organization. The objective is to analyze a selected scenario to evaluate potential technology and tactics, techniques, and procedures (TTP) solutions to guide future science and technology investments and, if applicable, to help guide tactics development. The scenario involves an Expeditionary Strike Group conducting humanitarian relief operations in an area with known terrorists. The forces involved may be a mix of naval units, auxiliary, or commercial vessels. Key issues are the defense of an area offshore with a mix of lightly armed shipping and naval combatants, the detection of and determination of hostile intent against small boat and air threats in the close littoral, and protection of the landing craft transiting in boat lanes.
