Back Develop/Define the Systemic Changes Necessary to Implement Cyber Requirements Throughout a Programs Lifecycle

Summary The US Navy has not aligned the long-term duration requirements for afloat assets to the much shorter cycle cyber requirements, which could affect its ability to achieve a level of readiness for effectively waging cyber warfare. Therefore, the researchers will study the feasibility of developing a modular requirement framework and determine a means to address cyber requirements with a 1-5 year lifecycle in primary requirements documents (i.e., ICDs or equivalent) for afloat systems with a 10-to-40 year lifecycle. Through our efforts, we intend to provide a technical report that develops an overview of current requirements solutions, evaluate the existing Initial Capabilities Documents (ICDs) processes, and recommend ways to integrate the shorter cyber systems lifecycle, and ongoing upgrade process, into the afloat platform's ICD requirements in an effective manner.
