Summary Support and enhance the testing capabilities of the Director, Operational Test and Evaluation. Assist DOT&E in vigorously promoting the value of appropriate testing, and test result analysis and application. Direction and efforts are to be reviewed and guided by the DOT&E Science Advisor (SA, D). Specifically,
(1) Collaborate with SA, D to enhance and upgrade a White paper for Acquisition and T&E management describing the proper and necessary role of T&E in the Evolutionary Acquisition process.
(2) Continue developing technical tools to assist Acquisition executives, DOT&E, and Service Testers with solving problems of resource allocation to T&E in particular programs. Assist with writing and organizing a technical/statistical addition to the new RMS guidebook.
(3) A new and important area for (further) investigation is the so-called Condition-Based Maintenance "Plus". The latter subsystem is meant to discover evidence of incipient failures early enough, and during a mission, so that catastrophic failure can be avoided. It is made up of embedded sensors sensitive to threatening signals from within a component/subsystem augmented by an information collection/communication system. The signals may be transmitted to a laptop, and thence to a data base. When the vehicle's mission ends, evidence of repair/replacement maintenance needs are already at hand, expediting recovery. Careful operational analysis is needed to justify and evaluate the efficacy of this idea. For one thing, if improperly calibrated it may generate too many "false positives", an obviously detrimental effect. We have supervised one MS in OR thesis (Major S. Gauthier) on this problem, but much more remains to be done in 07.
