Summary More aggressive integration and innovation needs to be implemented in the pre-acquisition environment to improve requirements generation and acquisition system performance to more effectively use defense dollars. Additionally, as outlined in the Quadrennial Defense Review, the DoD needs to generate greater collaboration with other departments, industry and academia across research, development and acquisition efforts to generate innovative solutions and processes. This NPS led effort addresses the systems and challenges associated with more rapidly and efficiently fielding innovative capabilities using a prove a field experimentation process designed to address various important problem domains identified by the COCOMs with an emphasis on the providing the Commander with the Solutions required for tomorrow's mission sets. This effort will incorporate appropriate interagency resources as well to ensure broadest applicability and increased efficiencies in both discovery and application. The increased efficiencies include shorter time to delivery, reduced risk and reduced cost. Theses are the product of the unique collaborative environment and interactive dialogue that is created by the quarterly field events. Theses events lead to more dynamic interaction between the war fighters, scientists, and engineers that both informs requirements and leverages corporate development dollars. This allows for more appropriate requirements and more mature staring points for the acquisition process.
