Summary The Security and Stability Development in Complex Operations Certificate is a hybrid, distributed learning and in residence, graduate-level, military-degree program. It is designed to enable professionals and program managers working in civil-military relations and human dynamics throughout the Department of Defense (DoD) to effectively identify and implement systemic solutions in both pre-conflict, conflict, and post-conflict environments.
The purpose of the project is to implement a proof of concept professional education program to the civil affairs community focusing on the requisite skills identified by the Department of Defense as necessary for implementing Irregular Warfare worldwide. The ultimate goal of the project is to use this certificate program as a replacement for the Phase 2 of the Army's Intermediate Level Education (ILE): Advanced Operations Warfighting Course (AOWC).
The aim of this project is to conduct an assessment of contemporary United States civil affairs (CA) and psychological operations (PSYOP) in the form of a 12 graduate credit certificate course for use by the Civil Affairs and Psychological Operations officers, academic, and inter-agency communities. The purpose of this study is to identify post-9/11 shifts in operational environments and adaptations in the various CA doctrines, force structure, training and deployments. This project will develop a conceptual framework for analyzing key civil affairs and psychological operations and then providing a graduate level education to Army Reserve officers in how to Analyze, plan, and execute operations in complex operations. The project aims to capture civil affairs and psychological operations operational and tactical innovations, and resulting lessons.
