Summary | This study will focus on implementing a performance accounting tool for estimating the returns on investment (ROIs) or CCOPs signal Intelligence systems. The goal of this project is to refine the valuation of CCOP systems and to conduct a trial implementation of a performance accounting tool that will provide ROI estimates for the on going performance of Navy Intelligence Collection Systems. This research will provide valuation estimates on the operational performance of CCOPs to SPAWAR executive management (i.e. Wayne Bratt and his CCOPs team). Additionally, the results of this trial implementation will ultimately aid OPNAV N20 and SPAWAR executives in making budget decisions during the POM/budgeting process for signal intelligence systems. |
