Summary The Navy has recognized the need for automated decision aids to support battle management as warfighters become overwhelmed with shorter decision cycles, greater amounts of data, and more technology systems to manage. To date, much emphasis has focused on data acquisition, data fusion, and data analytics for gaining situational awareness in the battle space. However, a new frontier and opportunity exists for using this data to develop decision options and predict the consequences of military courses of action. The Naval Postgraduate School has conducted research for several years on the application of Artificial Intelligence (AI), Big Data, and cognitive analytics to improve situational awareness, and specifically combat identification in the air and missile domain.

This NPS proposal is to study the application of AI methods to the battle management decision aid realm. AI technology has the potential to improve warfighting decisions by prioritizing threats and operational missions; determining course of action options based on distributed warfare capabilities and their expected performance; and incorporating predictions of consequences into the decision loop. AI predictive analytic methods could form the basis of a near-real-time wargaming capability to support military tactical operations as well as bridge the gap between the planning and tactical domains.

The NPS team proposes to develop decision aid requirements for AI and conceptual designs for AI-enabled battle management tools. The team will seek to study existing and future AI methods with decision-making application, including machine learning, deep learning, cognitive processing, and intelligent data analytics. This project will support NPS student research projects in the Information Systems (IS) and the Systems Engineering (SE) Departments. Deliverables include a final project report, analysis results briefings and reports, presentations, and possible publications/papers for conference proceedings
