Summary The SEA curriculum was established at NPS in response to an initiative by Admiral William J. Fallon, then the Vice Chief of Naval Operations, to give Unrestricted Line officers an education in Analysis, Technology, Combat Systems and Systems Engineering. The program's objective is to form a foundation for effective requirements officers and staff planning officers at many levels of the Navy. The program's sponsor is OPNAV N9I (Warfare Integration). In January 2009, a Memorandum of Agreement (MOA) between NPS and N9I was signed, which established the responsibilities of the OPNAV N9I Chair of Systems Engineering Analysis, NPS, and OPNAV N9I. This MOA was updated and renewed in April 2012 and in September 2017. For the Chair, tasks include:
1. Provide NPS-Sponsor liaison between OPNAV N9I and NPS education and research activities.
2. Ensure the SEA program student research project continue to address appropriate problems and further Navy and DoD objectives.
3. Augment the learning and research experience of students through exposure to expert speakers.
4. Augment SEA research projects through identifying and funding related faculty and student research projects.
5. Ensure the SEA curriculum remain relevant and responsive to Navy needs through necessary faculty support and laboratory equipment refresh.
