Summary This research will employ a systems approach to organizational design. The Congruence Model for Organization Fit will be used as a framework to determine how the components of organization structure are integrated to create an operational SURFDEVRON. Dimensions in the model include past history of similar innovation organizations, resources, and context within the navy. Strategy employs these dimensions through people, technology, instructions, informal and formal structures to do work. The output of the SURFDEVRON will be measureable at the organizational, group and individual level. The modeling effort is fixed on answering the fundamental question, what systems need to be in place for an innovative organization to be successful in its role between innovation and research organizations, experimentation and the Fleet? Gathering data will include literature review of past, similar efforts. Interviews with core personnel will be used to elicit important organizational factors emerging with the establishment of the SURFDEVRON and provide specific factors related to the organization’s fit or mis-fit to the vision on which it is based. Hand in hand with this human/cultural fit is understanding the technology dimension enabling the SURFDEVRON. An additional important dimension added to the basic organization model is the knowledge flow throughout the organization, and extended to the fleet. The deliverable will be a technical report detailing the model, areas of fit/mis-fit, and recommendations for change to improve effectiveness. A briefing will be provided to the SURFDEVRON leadership.
