Back Counter-Revisionist Risk Assessment Capacity Building

Summary Due to increasing pressure from neighboring countries, the Mongolian government has increasingly requested support from the U.S. Embassy in Ulaanbaatar. In particular, the Mongolian Institute of Strategic Studies (ISS) has requested support on how to re-conceptualize strategic risk assessment in the context of phase-zero threats utilizing all instruments of national power. The intent of this proposal is to outline a policy level engagement with the ISS for two purposes. First, it proposes to organize a policy-level workshop in Ulaanbaatar in order to help the ISS refine and update how it analyzes strategic risk assessments against revisionist threats. Second, it intends to appreciate and assess the ISS’ threat perception in order to promote collaboration between the Mongolian government and the U.S. Embassy.
A team of subject matter experts from NPS/DA will organize a policy level workshop focusing on strategic risk assessment between NPS and the ISS in a diverse strategic areas identified critical by all of the stakeholders.
