Summary This project will address the following research questions:
- What is the Navy's strategy for the civil dimension? What drove the force structure development for MCAST and MCA? How are MCA recruited and trained? What are the criteria to measure effectiveness of Aquaculture, Community Watch on the Water, and other Navy Maritime Civil Affairs programs?
- What conditions are changing that affect the work of MCA? What civilian and military capacities are needed for effective civil-military operations in littoral and near-shore environments? What is at risk for nations with troubled coastlines? How is the Navy currently supported by CA in the littoral? Where might those capacities resident elsewhere? Can lessons of recent missions in Kenya, Panama, Tanzania and the Philippines, for example, be generalized to other locales?
- What are the lessons from operational experiences that are needed now and for the future? What conditions are changing that may affect operations? How will the DoD perform the maritime civil affairs role in critical regions in future? How should Maritime Civil Affairs capabilities be organized to operate in anticipated future environments? Should the MCA capability be assigned to and sourced by active duty forces, or are there advantages to maintaining it with naval reserve personnel as it is currently? What are the implications for DoD and whole of government if the Navy, challenged by budget constraints, can no longer afford to maintain a MCA capability? What alternative organizations could fill capability gaps? How will DoD be able to perform Civil Affairs in the maritime region?
Groups interested in the findings of this study include US Navy and Marine Corps Civil Affairs, ASN MR&A, the US Army Civil Affairs, ASD SO/LIC, Joint Staff J7, the Institute for Military Support to Governance, the Confronting Irregular Challenges Community of Interest, relevant country teams, the US Department of State, USAID, FEMA, and other US agencies engaged in humanitarian assistance, disaster relief or stability operations, NATO's Partnership for Peace Consortium, Defense Security Cooperation Agency, Special Operations, Pacific Partnership 2014 and other related exercise planners, the Joint lessons Learned Information System, the Center for Complex Operations, the Peacekeeping and Stability Operations Institute, the US Institute for Peace, non-governmental agencies including lnterAction and the Alliance for Peacebuilding, civilian universities and think tanks with related research and education portfolios and in general, the community engaged in the annual Peace and Stability Operations Education and Training Workshop.
