Back Readiness-Based Sparing Optimization for NAVSUP Enterprise Resource

Summary The Principal Investigators (PIs) at the Naval Postgraduate School (NPS) will extend existing models and tools for wholesale and retail site inventory level decisions (the wholesale inventory optimization model (WIOM) and site demand-based inventory optimization model (SIOM), respectively) and will develop a mathematical optimization model to guide readiness based sparing (RBS) decisions at Naval Supply Systems Command, Weapons Systems Support (NAVSUP WSS). This work will be a continuation of their WIOM and SIOM work in Fiscal Years (FYs) 2014 and 2015, which showed promise compared to NAVSUP’s current process. In addition, they will also create a graphical user interface (GUI) and facilitate an independent simulation analysis (by a different professor and possibly a thesis student) to evaluate and perform sensitivity analysis on SIOM’s performance.
The ultimate goal of the RBS model is to develop a mathematical logic that enhances operational readiness and increases fiscal efficiency by establishing optimal stocking levels for all echelons of supply that NAVSUP WSS manages. The development of a full multi-indenture, multi-echelon (MIME) RBS model is a complex, multi-year project. While the PIs’ commitment is to further this effort as much as possible, it is understood that the work in FY 2016 will encompass only part of the RBS development, such as a simplified, single-echelon version. It is also essential that during FY 2016 the PIs and NAVSUP design and develop a solid modeling foundation that enables new RBS features to be incorporated as the project progresses into subsequent stages after FY 2016, so as to reach the desired end-state of the RBS tool.
