Summary	The objective is to determine over the period of performance how best to economically and effectively consolidate FLENUMMETOCCEN's current GIS efforts and prepare our support systems, contracting mechanisms, and workforce for fiscal constraints. Central to these GIS efforts will be to clearly state the business objectives, scope of work, and establish a set of guiding principles. In the initial planning stage (the first of three before execution and monitoring stages), analysis should include determining key GIS business drivers, defining objectives, procuring executive sponsorship, and publishing a strategic communications plan. The overall business plan should define requirements, establish key metrics, set timelines, and identify decision-making authorities in order to maximize the value to warfighters conducting GIS OCO missions.
