Summary The ASN Energy, Installations, and Environment program is leading DoD in implementing ocean and coastal policy established by Executive Order 13547. Coastal marine spatial planning (CMSP) is a major task in implementing that policy and involves: (1) collecting and analyzing coastal marine data; (2) identifying ocean uses and services; (3) assessing potential areas of use compatibility and incompatibility; (4) collaborating with scientists and other experts; and (5) engaging stakeholders. The benefits to DoD include improvements in: (a) siting and scheduling of training and testing; (b) natural resource permitting; and (c) addressing encroachment on bases and training areas. We will work with MARFORPAC and PACFLT on conducting CMSP for the US Pacific islands. Our tasks will include: (1) develop datasets on coastal marine environments, ownerships, jurisdictions, economic features, and uses of the environment; (2) create GIS applications and other tools for accessing, visualizing, analyzing, and comparing data; and (3) develop decision support and management tools, including automated mapping and graphing tools, and data syntheses and evaluations. Our main objective will be to support DoD contributions to Pacific Islands CMSP. The NPS students who work on this project will develop knowledge and skills in collecting and analyzing data, collaborating with other organizations, and engaging with diverse stakeholders to improve DoD operations. The research period will be 01 October 2015 – 30 September 2017.
