Summary	The research team at the Naval Postgraduate School (NPS) will support the study for the analysis of goals and objectives to incentivize effectiveness and efficiency within the Office of the Secretary of Defense for the ODCMO by conducting functional analysis for various OSD staff activities. The faculty team will conduct a functional analysis of various OSD staff activities using a systems engineering software tool, Innoslate, to study possible efficiency and effectiveness of alternatives to incentives within OSD.
