Summary	This study investigates prospects for negotiating arms control measures with Russia (and, if possible, China) that would contribute to strategic stability. It has long been recognized that arms control agreements concluded without regard to strategic stability could have unintended destabilizing consequences. In the recent past, specifically with the New START treaty, the public discourse has shifted away from strategic stability and toward working to eliminate nuclear weapons through reductions, with less explicit attention to the requirements of strategic stability. It is accordingly timely to investigate questions such as the following: How is the international arms control environment changing and where is it headed? How should strategic stability be defined, beyond promoting a situation with a low probability of major power war? How could the United States pursue strategic stability through arms control? How could Washington ensure that reductions and associated agreed measures, such as those affecting verification, actually function to promote strategic stability?
