Summary	To provide understanding about changing border policies and trafficking networks in an international context where globalization has accelerated the flows of goods, persons, and information, bot licit and illicit. To understand what factors affect the development of border policies of foreign governments in order to identify who is most likely to cooperate with U.S. policies on countering illicit networks.
