Summary |
The Navy Program Objective Memorandum (POM) is a multiple-stakeholder, multiple-echelon, multiple-stage, and hierarchical process that culminates in a document describing how the Navy plans to structure the budget. There are currently no formal methods to critically assess the decisions at each echelon based on factors such as decision frame, alternatives, criteria, values, consistency, reasoning, and consensus intensity. The Navy budget requires a tailored approach for identifying the best measures for an overall decision assessment. The main research questions are: What are the metrics for evaluating the quality of decisions in the POM process? How should these metrics be affected by the decision echelon in which the decision is made? How to account for inherent biases? What type of educational material can be developed to enhance the decision quality in the POM process? The main thrust of the proposed research is Multiple Objectives Decision Analysis MODA and its derivatives (e.g. Data Envelopment Analysis (DEA)). A good decision is one that is based on consistent set of verifiable, or at least agreed upon, assumptions, while considering the inherent uncertainties that affect the outcomes of the decision. It should also recognize the fact that the POM includes a group-decision process that reflects individuals¿ subjective preferences and possible biases.
