Summary The CORE Lab will develop custom, user-friendly tools in the R suite of open source packages to help Law Enforcement Organizations LEOs) analyze criminal / terrorist networks.
The CORE Lab will leverage R Studio and R packages, namely R Shiny, to exploit the power of R and to ensure custom tools are both user-friendly and useful in a law enforcement context. In most cases, there is a steep learning curve with R for those with little or no programming background. The CORE Lab will use R Studio to write back-end code for the tools and use it as the platform on which to train and educate LEOs in the use of R. R Studio, which is an integrated development environment (IDE) (i.e., not a package), makes it significantly easier to use R through its graphical user interface (GUI). Among its many features are drop-down lists of existing objects and functions to assist users in writing code; its “Environment” window shows all stored objects as a reference guide; and users can create graphs and other visualizations within the same interface as they write code. R Studio also provides LEOs the ability to access and install thousands of R packages that can integrate with one another for network, spatial, temporal, text, and other forms of analysis.
The CORE Lab will execute this project and address the requirements in two phases.
Phase 1 will consist of product development and design tasks. The goal of this phase, and the exit criteria to move onto the second phase, is the completion of at a useful prototype for the designated LEO. As a part of this is largely technical effort, the CORE Lab will conduct information systems design and analysis. This phase will include an iterative process that includes the following steps that will involve the CORE Lab, CTTSO, collaborating LEO, and any other CTTSO partnering organizations necessary to the project:
