Summary The purpose of this proposal is to enable the Joint Interagency Field Experimentation (JIFX) project begun (with USSOCOM funding) in FY03 to continue to support rapid capabilities development that confront current and future irregular and expeditionary warfare challenges including Joint Urgent Operational Needs, Navy Urgent Operational Needs, and/or support rapid insertion to a Navy Program of Record. To achieve this purpose NPS will coordinate with naval special warfare to create multi-institutional semi-structured learning environment events that incorporate faculty and student participation along with other domain experts to enable a variety of field experimentation that will explore developing technological capabilities to modify, eliminate and/or develop potential solutions.
JIFX provides an operationally relevant, expeditionary environment ideal for experimentation and development of systems at technology readiness levels 4-7. Technologies relevant to the special and conventional warfighter, identified in collaboration with the sponsor and subject matter experts in the naval special warfare community will comprise the bulk of experiments that executed in this effort.
This NPS led effort addresses the systems and challenges associated with more rapidly and efficiently fielding innovative capabilities using a proven field experimentation process designed to address various important problem domains identified by Navy and Joint Force Commander with an emphasis on providing the Commander with the solutions required for tomorrow's special/expeditionary warfare mission sets. This effort will incorporate appropriate joint and interagency resources as well to ensure broadest applicability and increased efficiencies in both discovery and application. The increased efficiencies include shorter time to delivery, reduced risk, and reduced cost. These are the product of the unique collaborative environment and interactive dialogue that is created by the quarterly field events. These events lead to more dynamic interaction between the war fighters, scientists, and engineers that inform requirements, leveraging corporate development dollars, and mature technology for potential acquisition processes.
