Summary This Statement of Work (SOW) specifies the scope of work and associated tasks necessary to provide support to NAVAIR and US Pacific Command (USPACOM) and Marine Corps Forces Pacific (MARFORPAC) for the creation of a number of physical Science and Technology (S&T) facilities in the Philippines. Specific tasks include:
1) Provide the sponsors with introductions to key Philippines contacts for S&T Collaborative activities.
2) Support the sponsors by traveling to the Philippines and conducting liaison with certain public and private universities regarding establishing physical facilities on their campuses to conduct joint S&T research.
3) Develop a concept of operations (CONOPS) for this S&T collaboration endeavor, focusing on HA/DR and alternate power, water purification/filtration, and austere terrestrial and celestial (satellite) based expeditionary communications.
4) Facilitate joint US/Philippines meetings (with academia, industry, government, and military entities, etc.) in manila or elsewhere in the Philippines to discuss mutually beneficial new S&T projects to collaborate on.
