Summary The focus of this research is to assess interagency metrics in key sectors of conflict stabilization and transformation. The expectation is that establishing baselines in war-torn societies is an important component of conflict anticipation and mitigation including the formation and proliferation of hostile networks. This research will also expand the research focused on the nature of conflict itself to include the drivers and mitigating factors in other sectors such as social well-being, justice, governance, and the economy. The result of the research will be a greater intellectual consensus on the interagency metrics and therefore, provide a common language for baseline among the varied participants in conflict anticipation and transformation.
