Summary In the 21st century, information warfare promises to be a crucial component in a war winning strategy. The Navy is adopting to a new operational architecture, one that supports information warfare. Supplying the data that provides the essential building blocks of information requires a 21st century data strategy, one that recognizes the great strides in data processing achieved over the past few decades. The Navyâ¿¿s current approach to data is based on platform or mission centric thinking, which has resulted in the build up of data silos, preventing the use of tactical data for all relevant users.
This research intends to develop a roadmap for the Navy to consider employing as a part of the emerging Naval Operational Architecture. We envision a near, mid, and far term set of objectives and components of a data strategy. The near term approach is designed to use COTS/GOTS products to leverage cutting-edge storage, ingest, adaptive workflow automation, and mature Deep and Reinforcement Learning technologies to advance Maritime Situational Awareness. The mid term is focused on an ontological knowledge base representing dynamic battlespace situations. The mid term will also include what-if battlespace simulated scenarios. We anticipate the far term to focus on transferring human activities to Artificial Generalized Intelligence (AGI). AGI requires a significant sequence of scientific break-throughs which will require strategic investments.
