Summary |
The Department of Navy’s (DoN) first 30-year R&D Plan signed by SECNAV in Jan 2017 is a call to action: the modern battlespace is changing at such a pace that the status quo will not enable victory in the next war. It proposes a strategy to increase our technological advantage & maritime superiority in an increasingly dynamic security environment. This research explores how leaders can implement the strategy by accelerating organizational culture change & developing a Naval R&D Enterprise (NRDE) workforce that values learning, collaboration & innovation. Building on previous research, we will use the APAN Collaboration Portal, social network & collaboration analysis & Design Thinking (DT) to inform our study. We will create actionable recommendations for leaders to catalyze a community of interest to create & sustain culture change. The APAN Collaboration Portal & DT will be used to promote collaboration across R&D Plan key strategic investment areas: Autonomous Systems, Computing & Sensing, Materials & Manufacturing EMW & Cyber, Weapons & Systems, Energy. DT is a set of methodologies recognized for rapidly creating innovative capabilities (products, processes, strategies & organizational changes) by employing human centered design practices to broad opportunity sets or intractable problem spaces. NPS had been using DT in theses, courses & research to create new capabilities for all Services & Special Forces. We propose to show how APAN resources can be re-considered & re-used by trusted partners over the long term, complementing existing venues & adding value via released reports, synopses and commentary, links to DTIC resources, public presentations by key players, etc. This project encourages NPS students & faculty to work with the NRDE across the strategic investment areas, seeding long term collaboration between the Fleet & the NRDE. |
