Summary	This project follows on from the work already begun in FY14 under the NSP - P14-0450. The goal of this research is to model the effects that the Plan of Intended Movement (PIM) policy has on the Surface Fleet in terms of fuel usage and sustained combat operations, as well as the potential benefits of the removal of this policy. During long transits, fleets will often alternate between very high and very low speeds in order to allow time for drills but still remain within their PIM. Because surface ship fuel consumption increases exponentially with increased speed, this causes fleets to use much more fuel in transit than is required to reach the same destination in the same amount of time. This has an effect not only on the cost of operations, but also on how long a ship or fleet can operate upon reaching their destination before needing to be refueled. Our objective is to analyze the potential benefits of removing the PIM policy.
