Summary	In order to facilitate a participatory collaboration in order to keep in touch with relevant technical development, a research program is suggested to study the effects of electron microbunching. The topic is current and relevant to both x-ray and infrared FELs. Specifically proposed here is a new and fundamental improvement to the FEL microscopic modeling technique.
