Summary The CNTPO is developing FIST in multiple phases to support a continuous cycle of actionable information creation, with the goal to ultimately deploy FIST and enable customers to better address the global narco-terrorist threat.
The NPS researcher shall serve as the FIST Technical Subject Matter Expert (SME), providing strategic planning, guidance, and technical oversight for the project. Furthermore, the FIST Technical SME will facilitate FIST engagement opportunities with CNTPO customers and stakeholders, including the U.S. Pacific Command (USPACOM), the U.S. Special Operations Command (USSOCOM) National Capital Region (NCR), various U.S. Government (USG) organizations, Partner Nations (PNs) and others in order meet project goals and objectives. In FY13, the FIST Technical SME will support continuing efforts to integrate biometric, license plate recognition (LPR), and other sensor feeds into FIST to aid in checkpoint operations. In addition, the FIST Technical SME will support a new phase called FIST "Sense Making"; this effort will enable the fusion of relational and geospatial methods for understanding large volumes of multidimensional, free-flowing information based on temporal and spatial pattern recognition and divergence identification. Sense Making techniques will enhance FIST for regional knowledge management, and enable interagency and international partners to analyze and share information to address the international illicit trafficking threat.
