Summary | FIST will provide CNTPO (Program Manager) with a knowledge management system for collection and processing of sociocultural data for use in developing Ethnographic Intelligence (EI). No agency within the U.S. intelligence community collects this information, though recent efforts have been made to analyze sociocultural information collected in support of other operations. By pushing sociocultural information collection and automating data entry, FIST will increase collection of EI to support and enhance CNTPO core activities. Additionally, SOCPAC, the program Operational Manager (OM), has directed a FIST proof-of-concept (POC) validation to occur in South East Asia. The FIST POC is a focused effort based on gathering and analyzing information to guide U.S. and partner nation actions for maintaining local security and stability and denying development of hostile activity as per the CNS. As per OM guidance, the POC will focus the initial application goals to include real-time and remote data collection for analysis of Military Geography (MG) including social network modeling, CA including infrastructure inspection, disaster preparedness and a popular assessment of U.S. funded in-country infrastructure via the Tactical Conflict Assessment and Planning Framework (TCAPF). The FIST team will develop; (1) the Graphic User Interface (GUI) and database specification and prioritize the hardware configurations to be tested and (2) the staging and testing plan for examining and optimizing the performance of the POC system. The system will be staged and tested domestically and a report on the hardware and its configuration(s) for effective deployment will provide the basis from which to conduct the POC in South East Asia. |
