Summary The analysis must look beyond simply converting existing facilities from wood to steel, and delve into the transformative potential of CFS. CFS facilities and equipment must be evaluated in the context of evolving expeditionary operational concepts and life cycle logistics considerations must be evaluated against the baseline of current practices. The Naval Postgraduate School (NPS) shall lead the effort with support from NAVFAC Engineering and Expeditionary Warfare Center (EXWC), NAVFAC Atlantic (LANT) and the Naval Construction Training Center (NCTC). EXWC shall provide regular progress reports to NECC and NAEOP for transition to Acquisition Community. The scope operational context/CONEMP, CFS applications, down-select specific applications for further investigation, applications against standards, facility design, ILS/IPS investigation and baseline comparison, CFS performance benefits, operational assessment, S&T to improve CFS, and a final report.
