Summary | The current Russia-Ukraine war poses severe implications to global security. Presently, Russia's war in Ukraine continues despite NATO unity and resolve, as more importantly, the remarkable resistance of Ukrainian forces. As Russia continues its rage and will likely seek retribution for massive military aid to Ukraine, our nation and allies may come under increased attack by states and non-state actors who employ non-attributable actions below the threshold of war in an effort to weaken our competitive advantage across all domains, exploit our vulnerabilities, and undermine the cohesiveness of our alliances and partnerships. These hybrid threats encompass a wide range of subversive diplomatic, information, military, economic and other means, which are likely to increase in frequency and intensity as lasting ramifications of the current war. This research seeks to answer three broad questions on likely hybrid threats in a post Russia-Ukraine war era: how will Russia, and adversaries in general, likely seek to upgrade its hybrid threats toolkit in the aftermath of the conventional conflict in Ukraine; what methods will see increased application and what are the implications across domains; and how can the US leverage its assets to increase its effectiveness in combating such hybrid threats? What best practices and lessons learned could be applicable to regions with similar security concerns, specifically INDOPACOM? |
