Congress and Department of Defense (DoD) are continually concerned about whether the military represents U.S. society. Implicit in this concern is that diversity in the military should reflect the diversity of the general population. Meanwhile, the U.S. Marine Corps has historically been less diverse relative to other services, leading the Corps to push to recruit more women as well as minorities into its service.
The Marine Corps identifies its recruiting goals each fiscal year, and passes these goals down to the Marine Corps Recruiting Region, District, and Recruiting Station to ensure the applicant pool are of a racially, ethnically, and gender diverse nature. This goal is then delegated to the 74 Marine Corps Officer Selection Officers (OSOs) spatially distributed across the country. Meanwhile, an estimate of the Qualified Candidate Population (QCP) in an Area of Responsibility by the OSO is derived by the Center for Naval Analysis (CNA) studies.
This study will examine the spatial distribution of OSTs and OSOs, relative to the QCP, recruiting goals, and successful accessions. The goal is to characterize whether or not OSTs are located optimally for maximizing diversity and female accession recruiting goals.
