Summary	This technical report is critical to strategists and leaders whose duties call for them to set structures to protect the virtual domain and determine the policies that govern it. A handful of renowned experts, both from the public and private domain have contributed to this anthology. US Cybercom and the Defense Analysis (DA) Department at the Naval Postgraduate School are co-sponsors of this report and have been tasked to print and distribute the final product. These sponsor funds will go directly to the reprint of the final report.
