Summary The National Counterterrorism Center (NCTC) has reached out to the Naval Postgraduate School (NPS) for input to guide and advise as it stands up a whole of nation, Net Assessment capability to conduct comparative analysis to identify emerging or future threats or opportunities for the United States relative to violent non-state actors. NCTC wants to understand key areas of competition between the U.S. and non-state, multi-dimensional threats like terrorism. NCTC intends to assess the nature and character of these balances, and identify areas of competitive advantage and asymmetries in the next 3-7 years.. The goal is to inform policy makers on the complexity of the future environment in which the US and our competitors operate and to broaden the horizon of their strategic thinking.
NPS Defense Analysis (DA) Department proposes to rapidly stand up a temporary Net Assessment Analysis Team (NAAT) in response to the NCTC request. This contribution, in collaboration with the NCTC community of action, has the potential collectively to create a unique and important perspective that will add to national security and advance understanding of how to conduct unique net assessments of non-state actors.
