Summary This proposal will research what the best methods are for predicting an event with high confidence and low false positives using artificial intelligence and machine learning techniques using publicly available social media data. These techniques will also require comparing architectures for storing and accessing large datasets to include traditional hardware methods along with new approaches such as web based computing. These research thrusts are emerging areas of C4ISR and studying them provides significant value to the government.
Event prediction is a substantial capability for decision makers giving them a tactical advantage in the time domain. A high confidence tip of an impending event allows assets to be strategically placed in the right place at the right time to ensure those assets are being employed when and where most needed. Data and the computing resources to mine answers from the data are available to enable a prediction system that can operate in real time - making decisions as new data becomes available.
