Summary	Achieving high velocity learning at every level in the Navy is a core and essential effort toward executing the CNO's Design for Maintaining Maritime Superiority. Emerging technologies enable decentralized learning and often generate greater learner control, volition and engagement. Emerging learning technologies have the potential to support high velocity learning and innovation. The Navy's traditional structure and processes may result in frictions that slow the adoption and implementation of such technologies. This study will support the Navy's implementation and adoption of learning technologies. This study will employ an embedded case design focusing on selected mobile technologies and multiple levels of stakeholder groups to identify behaviors enabled by new learning technologies, investigate and describe how Navy processes are likely to influence the adoption and use of new learning technologies, and identify unique technological and/or organizational barriers that should be addressed to mitigate friction between new learning technologies and Navy processes, structure and culture at various organizational levels.
