Summary | Pacific Fleet requires modeling of adversarial Intelligence, Surveillance, Reconnaissance, and Targeting (ISRT) systems to inform maneuver and fires. Such a system can, in theory, be modeled as a controlled - possibly uncertain - information system where information flows (the system state) influence decision making. Maneuver and fires are 'action variables' that can be introduced to influence the information system's state by congesting a network (restricting or removing information flows). Controlling information can influence decision making. Action variables may already exist as parameters of an information system or may be inserted via various ports. In this study, our goal is to identify information system models from the open literature that can be used to gain an understanding of the dynamics and control aspects of influencing an adversary ISRT system. Our assessment will be to understand how a control policy can be generated as a means to influence an information flow process based on an uncertain model. Dynamic optimization toolsets developed previously at NPS can be applied to determine such policies so that we may understand how to design processes that can ultimately be utilized to 'bend' decision-making curves by using congestion to influence various Observe-Orient-Decide-Act (OODA) loops. We plan to study a proxy model of an information system in this project to pave the way for scaling-up to an ISRT network as follow-on work. |
